Setting the locale only affects a small subset of the OS; to get a full Spanish version you'd need the Spanish XP installation or recovery media.  XP (and some other Microsoft products) come in various National Language variants, each of which has its own installation media.

However, in the absence of Spanish installation or recovery media, you may be able to get away with the Windows XP Multilingual User Interface Pack, available through corporate licensing or via a Technet Plus (or probably MSDN) subscription.
