[Thinkpad] Delayed execution of commands in DOS box

For some reason on my 600X (running W2K) commands executed at the
DOS prompt are delayed about 10 seconds from first executing.   After
that they run immediately e.g. LIST waits several seconds before loading
its first file; after that runs fine.    This was tolerable until I tried to run a DOS
pcb layout program; every mouse movement is similarly delayed.   I suspect
there is some configuration option for something somewhere.   Ideas?
