As you've seen... it depends. Cache size can make a difference, but I think
the larger effect will be from data density.

*If* the 120GB drive has the same number of surfaces as the 60GB drive, it
could be twice as fast at the same speed. So it could be 1.5 times as fast
at the slower speed.

I've noticed the slower RPM drives tend to have slower head actuators too.

My guess would be the drives would be about the same speed overall.
