Consider:

The spectacle of one who
is not a ruler, per se,
who nonetheless rules.

In as much as to say:

The spectacle of one who is not a ruler,
in the best sense of the word, 'per se',
who in the worst way, nonetheless rules.
Shall our philosophy let us see what is,
or shadow our eyes before the spectacle?
